HSEQ Manager

Overview:
This role will be responsible for the delivery of Group HSEQ Policy, monitoring the company Health, Safety, Environmental & Quality (HSEQ) performance. This includes owning the effectiveness of the IMS, ensuring that statutory, client and company requirements are documented and systems are in place to ensure regulatory compliance.
This individual will work collaboratively with the Business Unit Heads and the Support functions to assist in the company’s requirements to have access to appropriate advice and effective systems to enable its operations to be performed in an efficient, safe and environmentally sound way, without risk to health. The role will counsel and advise the Group CEO to ensure the Group business units obligations are met to ensure the safety of McCulloch Group colleagues.
Key Areas of Responsibility:
Group Responsibilities
- Provide appropriate guidance to the Leadership team on all aspects of HSEQ, engaging with all staff across the organisation on health, safety, environmental and quality issues.
- Participate and attend relevant industry events representing the McCulloch Group
- Promote a culture of HSEQ best practice across all operational work sites by actively attending job sites, as well as company facilities, working with the team to drive the safest possible work methods regulatory compliance
- Ensure the company has appropriate targets to enable continual improvement, and that an action plan is in place for the company to meet these targets.
- Accountable for the management of all HSEQ Strategies Policies, procedures and periodic review of these so that they are relevant and align with the company values.
- Monitoring and promotion of good practices in all areas of HSEQ
- Actively demonstrate management presence by role modelling McCulloch core values and management behaviours
Health and Safety
- Responsible for compliance of all Health and Safety processes in line with the relevant legislation and industry standards.
- Promotion of health and safety practices through the coordination of promotional activities and projects Company wide.
- Accountable for ensuring McCulloch Group Representatives attend, where applicable, external investigations, acting as an observer or participant as requested.
- Take the lead in the creation of a ‘Safety First’ culture, ensuring all accidents, near misses etc are documented, investigated, reported and recommend improvements as appropriate.
- Responsible for creating reports, as required, relating to Health and Safety in line with Company protocol and our client standards.
- Be the McCulloch Group lead at Company Health & Safety Committee Meetings, preparing in advance and ensuring all agreed action points are completed as per deadlines.
- Providing and updating systems and procedures to ensure all elements of the Health and Safety Policy and Responsibly Matrix is adhered to.
- Support and manage the first alert process including the management of close calls / near misses across the Group business units.
- Actively network with your industry colleagues across both rail and manufacturing to develop a network of trusted peers.
- Mentor and coach those colleagues across the business units including Area Supervisors, Depot Supervisors, Senior Managers and Office Managers to take responsibility for their own role’s areas of HSEQ.
- Manage a training programme for First Aiders and other relevant HSEQ roles across the business units
- Actively attend Rail worksites on a regular basis including the conducting of unannounced visitations.
- Ensure activities within the Group business units as appropriate, have the systems and procedures to allow proper risk assessment and management.
Quality & Environmental Management
- Manage the development and continuous improvement of the management systems, actively partnering with the functional departments so they understand their obligations in maintaining the system
- Management of the 3rd party company who will be responsible for management of the RISQ’s and BSI audits, ensuring any raised items are resolved within the required timeline
- Manage the implementation of a regular audit programme to evaluate performance
- Conduct regular compliance meetings with members of the LT to ensure all leadership obligations are being met in relation to audit requirements
- Deliver regular management reports on HSEQ performance for the leadership team, this will include the creation of written reports and presenting at meetings
Qualifications & Skills Required:
Qualifications and Experience
- NEBOSH and IOSH qualified professional
- 3 years + experience of carrying out a similar role, within a Rail organisation would be desirable.
- Experience of managing H&S at worksites, including manufacturing assembly facilities, and depots is essential
- Experience of appropriate industry body audits for the Rail industry and processes is essential
